There's no separate "PDF" format for a QR code to encode — a scanner just follows a link, and it's the destination server (Google Drive, your website, wherever the file lives) that decides to serve a PDF instead of a webpage. So generating a "PDF QR code" is the same URL QR code used for any other link — the only difference is what you link to.

How do I get a public link for a Google Drive PDF?
Open the file in Google Drive, click Share, set the access to 'Anyone with the link,' then copy the link it gives you — that's what goes into the QR code.
Will the QR code still work if I replace the PDF later?
Only if you re-upload to the exact same link/filename your hosting allows for that. If the file's URL changes, the previously printed QR code will point to a broken or missing file — this is a static QR code, so the destination can't be redirected after printing.
Does the PDF open in the browser or download automatically?
That depends on the phone's browser settings and the hosting service, not the QR code itself — most modern phones preview a PDF in-browser first, with a download option available from there.
Can a PDF QR code work with a private file?
